Public Notices

Tractors and Slashers

The council has approved the purchase of two (2) tractors and slashers with Kubota Australia for the sum of $245,691.60 (inc. GST).

Rubish Truck

The council has approved the purchase of a rubbish truck with CJD Equipment Pty Ltd for the sum of $255,540,87 (inc. GST).

Yuendumu Playground Construction and Solar Lights Installation

Public quotations were sought for Yuendumu Playground Construction and Solar Lights Installation and BC Building and construction Pty Ltd was awarded with the contract for the sum of $ 107,090.90 (GST exclusive).

Supply and Installation of a Half Basketball Court in Wilora

Public quotations were sought for Supply and Installation of a Half Basketball Court in Wilora and BC Building and Constructions Pty Ltd was awarded with the contract for the sum of $149,454.55 (GST exclusive).

Supply of Grader Operators for flood damage repair and maintenance of Council controlled unsealed roads and associated works

Public quotations were sought for The Supply of grader operators for flood damage repair and maintenance of council controlled unsealed roads and associated works and Henry Bloomfield Contracting PTY LTD was awarded with the contract for the sum of $135,996.36 (GST exclusive).

Purchase of a New Recycling Crusher

Jaws Crusher was selected through Local Buy to provide Council with a mobile Recycling Crusher. Pursuant to sub regulation S39 (1)(f) of the Local Government (General) Regulations 2021, quotations and tenders are not required if the service providers are listed on Local Buy which meets legislative requirements.

Supply of Used JCB Telehandler (x1)

Public quotations were sought for supply of one Used JCB Telehandler and Austrack Equipment Pty Ltd was awarded with the supply contract considering the preference of the Council, for the sum of $126,125.00 (GST exclusive).

Lajamanu Holy Ground Ablution Blocks Upgrade

Public quotations were sought for upgrade/renovation of Lajamanu Holy Ground Ablution Block (Lot 358) in Lajamanu and Surecan Maintenance Construction PTY LTD was awarded with the contract for the sum of $132,309.09 (GST exclusive).

Supply of Grader Operators

Public quotations were sought for The Supply of grader operators to grade council controlled unsealed roads and other associated works within the council area and Henry Bloomfield Contracting PTY LTD was awarded with the contract for the sum of $135,727.27 (GST exclusive).

Lajamanu Early Learning Centre Renovation Works

Council requires to continue the upgrade works for Lajamanu Early Learning Centre (Child Care Centre) handed over by the funder/previous service provider. ‘Surecan Maintenance Construction PTY LTD’ is the selected contractor by the funder/previous service provider. Council is to procure for completion of the upgrade/renovation works. Pursuant to sub regulation 38(1)(h) of the Local Government Accounting Regulations 2021, on reasonable grounds it is unlikely that there is more than one supplier who can carry out the works as desired. This is because, the contractor was already awarded the works by the funder/previous service provider and they are the only contractor who can continue and complete the works as per the scheduled plan, and of desired quality. Central Desert Regional Council will therefore be procuring the works to be undertaken by Surecan Maintenance Construction PTY LTD without a tender process.

Purchase Two Track Loaders

Pump and Power was selected through Local Buy to provide Council with two track loaders. Pursuant to sub regulation S39 (1)(f) of the Local Government (General) Regulations 2021, quotations and tenders are not required if the service providers are listed on Local Buy which meets legislative requirements.

The Supply Provided: 2 X Kubota SVL75-2FCW Hi Flow Cab Wide Track Loader with attachments and bucket.

The Cost of the Supply: $210,883.20 Inc. GST

Applicable Provision: 39(1)(f) of the Local Government (General) Regulations 2021

Enterprise Resource Planning (ERP) software

On 24/02/2023 the Finance Committee approved the entry into a four-year contract (with option to extend for 1 year) with TechnologyOne for the supply and installation of Enterprise Resource Planning (ERP) software, for the sum of $316,730.91 (GST exclusive). (FAC005/2023)

Peter Kittle was selected through Local Buy to provide Council with four Toyota Hiluxes. Pursuant to sub regulation S39 (1)(f) of the Local Government (General) Regulations 2021, quotations and tenders are not required if the service providers are listed on Local Buy which meets legislative requirements.

Purchase Two Wheel Loaders

Contract Variation Notice

In accordance with Section 42 (5)(b) of the Local Government (General) Regulations 2021, the following contract variation has been accepted.

The Council approved the tender from CC Contracting (NT) PTY LTD for the original contract sum of $152,650.00 GST incl. to supply and install lineal fencing for lots: 331,342,345,425,453 and 455A in the community of Yuendumu (T21/22-Fence/Yuendumu-01-R)

The contract has been amended to cover an extra property, with the new total now $208,449.75. This equates to an increase of 36.554%.

Purchase a Rubbish Compactor

CJD Equipment was selected through Local Buy to provide Council with a new Rubbish Compactor. Pursuant to sub regulation S39 (1)(f) of the Local Government (General) Regulations 2021, quotations and tenders are not required if the service providers are listed on Local Buy which meets legislative requirements.

Ratificaton of Appointment of External Auditor

31 March 2022 - Ordinary Council (OC058/2022)

The Council ratified the Audit Committee’s entry into a five-year contract with Deloitte for the provision of external audit services, for the sum of $207,500 (GST exclusive).

February 2022 Public Quotation

The CEO approved entry into contract with AssetVal for the provision of Asset Valuation Services for the sum of $79,909 (GST exclusive).

Purchase a replacement CAT grader

Council require replacing its old CAT grader with another new model CAT grader. Hasting Deering (Australia) Limited is the only agent in the Territory for CAT graders. Pursuant to sub regulation 38(1)(h) of the Local Government Accounting Regulations 2021, on reasonable grounds that it is unlikely that there is more than one local supplier/agent who can provide after sale service with a warranty for CAT graders like Hasting Deering does, Central Desert Regional Council will be aquiring one from Hasting Deering (Australia) Limited without a tender process.

Other Governance

Council

The Central Desert Regional Council is made up of 12 members who are elected by the constituents from the four Wards that make up the Central Desert region. The council is charged with carrying out duties under the provisions of the Local Government Act and Regulations. It is a decision and policy making body with CDRC staff being the means by which these decisions and policies are carried into effect. A President and a Deputy President are elected by the members of the Council, with the role of Deputy President changing every 12 months.  

Election

On 28 August 2021 a general election was held across the Central Desert region. Click the link CDRC Elected Members for the Central Desert Regional Council's fifth term members. Only Anmatjere needed to vote, as the other wards received enough candidates or below the number of positions available. The next election will be held in 2025.

Reviewable Decisions

Under the Local Government Act (section 292), the Council is required to make public reviewable decisions.  The following are designated by this Act as reviewable:

  • a decision in relation to the correction of an entry in the assessment record under section 232(1) or 233(7);
  • a regulatory order under section 286;
  • a  decision to  refuse  to suppress  a  person's  details  in publicly  available  material under section 293(5).

Delegations Register

The Local Government Act (2019) and NT General Regulations (2019) provide that the CEO is responsible to the Council to ensure that proper standards of financial management are maintained including ensuring that proper controls are established over financial and other records.

Central Desert Regional Council has a clear and easy to understand Delegations Register to ensure processes and accountability for administrative functions and levels of decision making across Council.

Council also has delegated authority to its committees identified in the respective terms of reference for the committees (click to view Committees page) and to Local Authorities as outlined in Guideline 1 – Local Authorities.

Staff employed by Central Desert Regional Council are aware of their delegation limits and ensure that there is no actual or perceived conflict of interest between their personal interests and the impartial fulfilment of their professional duties.

Reviews

At the January 2021 Ordinary Council Meeting, Council endorsed no change to its constitutional arrangements for Council electoral representation. Council discussed the geographical spread, newness of local government and more representation for the population as reasons why they wanted no changes to the constitutional arrangements.

Councillors also added that if a community is not represented by a local member those elected in the Ward will visit and support the community.
